Dear National IAHS Representatives,
The next IAHS Plenary administrative session will be held in Melbourne on Tuesday 5 July 2011 from 6 to 8 pm in the framework of the XXVth IUGG General Assembly.
I would first remind you the articles 7.1 and 7.2 of the statutes ruling the Plenary Administrative session :
Statutes 7.1. The Plenary Administrative Session shall consist of the President, the President-Elect or immediate Past-President, the Vice-Presidents, the Secretary General, the Treasurer, the Editor, the President or other designee of each Scientific Commission in existence at the time, the Chairman of IAHS Limited and one voting delegate from each adhering country, appointed by that country to vote in the Plenary Administrative Session.
A quorum shall consist of the President (or Vice-President acting as President), the Secretary General, or his deputy, and voting delegates from at least 10 countries.
Statutes 7.2. Voting in the Plenary Administrative Session shall be by countries, each country having one vote, with the provision that it has voting rights in IUGG at that time. This voting may also be by mail but if the vote has been by mail then the country cannot vote at the Plenary Session again. Only those officers of the Association and its Scientific Commissions who are also voting delegates of their countries may vote.
A second plenary will take place on Wednesday 6 from 6 to 8 pm, where the results of the Elections will be officially announced and where the International Hydrology Prize e (Which has been awarded to Pr Carlos Tucci from Brazil) and the Tison Award (Awarded to Emmanuel Pagneux from Iceland) will be presented.
The Plenary administrative session will have first to elect the New Officers of IAHS and of its nine International Commissions. You have already received the compilation of applications and report by the IAHS Nomination Panel and the ICCE and ICWRS Nomination Groups. This document is reproduced in pages 1-2 of the attached "Documents".
The plenary administrative session will also have to decide on the Statutes and Bye-Laws changesproposed by the National Representatives of Canada and France . The aim of this change is to modify the IAHS Treasurer position from an elected status to an appointed status. This change would concern the article 7.3 of the Statutes and the article 6 of the Bye-Laws.You will find in pages 3 to 7 of the attached "Documents", the present english version of these articles (printed in black) and the proposed modified english (printed in red) and french (printed in blue) versions.
Finally the Plenary administrative version will have to decide about the lauching of a new IAHS International Commission on Statistical Hydrology, proposed by the National Representatives of Belgium (21/10/2010), Italy (20/10/2010), Russia (4/12/2010) and Turkey (2/11/2010). This point is broached in pages 8 to 10 of the attached "Documents".
You will also find attached the Ballot paper which will be distributed in Melbourne with the instructions to fill it. The vote will normally take place during the Plenary Administrative Session but you may vote by e-Mail by sending me (at pjy.hubert@free.fr) the filled Ballot paper before the Plenary Administrative session. Take care : if you vote by e-Mail this vote will be definitive. So, I recommand to vote by e-Mail only if you will not be present or represented at the Melbourne Administrative Session. I would be also appreciate to know if you will personally participate to the Plenary Administrative session or if you will be represente.
